Copyright Policy
Last updated: September 28, 2026
314TV respects the intellectual property rights of others and expects users of the Platform to do the same. This Copyright Policy explains how we handle copyright infringement claims under the Digital Millennium Copyright Act ("DMCA"), 17 U.S.C. § 512, and our general approach to copyright on the Platform.
1. Your Content
When you submit a broadcast story, post to the community feed, or contribute any other content to 314TV, you represent that:
- You own the content or have all necessary rights, licenses, and permissions to submit it.
- Your content does not infringe the copyright, trademark, or other intellectual property rights of any third party.
- You grant 314TV a non-exclusive, royalty-free, worldwide license to display, distribute, archive, and promote your content in connection with operating the Platform.
You retain ownership of your original content. The license you grant 314TV ends when you delete your content, except where it has been incorporated into the 314TV Civic Record™ for archival purposes.
2. 314TV's Content
The 314TV name, logo, original editorial content, and Platform design are owned by 314TV and protected by copyright and trademark law. You may not reproduce, redistribute, or create derivative works from 314TV's original content without written permission, except as permitted by fair use.
3. Public Records and Government Content
Federal government works and most Missouri state and local government records are in the public domain or subject to open-records obligations. 314TV encourages the sharing of public meeting minutes, voting records, budget documents, and other civic records. When sharing such documents, please attribute the source agency.
4. DMCA Takedown — Reporting Infringement
If you believe content on the Platform infringes your copyright, you may submit a DMCA takedown notice to our designated agent. Your notice must include all of the following:
- A physical or electronic signature of the copyright owner or a person authorized to act on their behalf.
- Identification of the copyrighted work claimed to have been infringed.
- Identification of the material claimed to be infringing and its location on the Platform (e.g., the URL).
- Your contact information: name, address, telephone number, and email address.
- A statement that you have a good-faith belief that the use of the material is not authorized by the copyright owner, its agent, or the law.
- A statement, made under penalty of perjury, that the information in the notification is accurate and that you are the copyright owner or are authorized to act on behalf of the copyright owner.
We will process valid notices promptly and remove or disable access to the allegedly infringing material. We will also notify the user who posted the content.

5. Counter-Notice
If you believe your content was removed in error or misidentification, you may submit a counter-notice. Your counter-notice must include:
- Your physical or electronic signature.
- Identification of the material that was removed and the location where it appeared before removal.
- A statement under penalty of perjury that you have a good-faith belief the material was removed as a result of mistake or misidentification.
- Your name, address, and telephone number, and a statement that you consent to the jurisdiction of the federal district court for the Eastern District of Missouri.
Send counter-notices to the same designated agent address. Upon receipt of a valid counter-notice, we will restore the removed content within 10–14 business days unless the original complainant files a court action.
6. Repeat Infringers
314TV will terminate the accounts of users who are determined to be repeat infringers in appropriate circumstances, consistent with 17 U.S.C. § 512(i).
7. Fair Use
Nothing in this policy is intended to limit rights that exist under fair use, fair dealing, or other copyright exceptions and limitations. Civic journalism, commentary, criticism, and education often qualify for fair use protection. If you have questions about whether your use qualifies, consult an attorney.
8. Misrepresentation
Under 17 U.S.C. § 512(f), any person who knowingly materially misrepresents that material is infringing, or that material was removed by mistake, may be liable for damages, including costs and attorneys' fees.
