Terms of Service
Effective: October 28, 2026 Last updated: October 28, 2026
These Terms are an agreement between you and Kothej' Company L.P., doing business as Neighborhood Planet Broadcasting Systems ("314TV," "we," "us"). They govern your use of 314tv.org and its municipal stations (the "Service").
By creating an account, posting, or submitting a story, you agree to these Terms, our Privacy Policy, our Community Guidelines, and our Copyright Policy.
1. Who can use 314TV
- You must be at least 13 years old. If you're under 18, you need a parent's or guardian's permission.
- You must give accurate information, including your real name and the municipality where you actually live.
- One person, one account. Organizations such as churches, businesses and nonprofits may request an organization account by emailing hello@314tv.org.
- You're responsible for keeping your password secure and for activity on your account. Tell us right away at hello@314tv.org if you believe your account has been compromised.
2. Not an emergency service
314TV is not an emergency service and is not monitored in real time. In an emergency, call 911.
Safety Alerts are shared by residents for community awareness. They may be delayed, incomplete or inaccurate, and they are not official government notices. Always follow instructions from police, fire and emergency management officials.
3. Residency verification
"Resident-verified" means 314TV has confirmed your residency. It does not mean any municipal government has verified you, endorsed you, or partnered with 314TV.
We may:
- limit posting to verified members,
- ask you to re-verify, or
- remove verification if information turns out to be inaccurate.
4. Your content
You own what you create
You keep ownership of the posts, videos, photos and written reports you submit ("Your Content").
The license you give us
By submitting Your Content, you grant 314TV a non-exclusive, royalty-free, worldwide license to host, store, reproduce, edit for length and clarity, publish, broadcast, distribute and display it:
- on 314TV, its municipal stations, and its official channels (including YouTube and social media), and
- in materials that promote 314TV.
This license is what lets us publish and broadcast your story.
How long the license lasts:
- For feed posts, the license ends when you delete the post, except for copies already shared or broadcast.
- For stories we publish or broadcast, the license continues so that our published reporting stays intact. We will remove your name or contact details on request.
What you promise us
When you submit Your Content, you confirm that:
- you created it or have the rights to share it;
- you have permission from people who can be clearly identified in it, where permission is required;
- it is truthful to the best of your knowledge; and
- it follows our Community Guidelines.
Editorial review
- Story submissions are reviewed by 314TV editors.
- We may decline, edit (for length, clarity, accuracy or legal reasons), fact-check, or contact you before publishing.
- Submitting a story doesn't guarantee publication or broadcast.
- We don't pay for submissions unless we agree to it in writing.
5. Things you may not do
- Post anything that breaks the Community Guidelines or the law
- Impersonate any person, official, municipality or organization
- Misrepresent where you live
- Claim to speak for a municipality or public agency unless you're authorized to
- Scrape, harvest or bulk-download member information
- Interfere with the Service, try to get around security, or access accounts that aren't yours
- Use the Service to send spam or unsolicited advertising
- Use member information for anything other than participating in the community
6. Moderation and enforcement
We may remove content, limit features, suspend accounts or end accounts that violate these Terms or the Guidelines, or that put the community at risk. For serious violations we may act without notice.
We generally explain our decisions. You can appeal by emailing hello@314tv.org within 30 days.
7. Municipal stations
- Station names like "FlorissantTV" identify the community a station serves.
- Unless a station page expressly says so, a station is operated independently by 314TV. It is not operated, sponsored or endorsed by that municipality's government.
- Where a municipality has an executed agreement with us to operate an official channel, the station page will say so.
8. Third-party services
The Service includes content and features from third parties, such as YouTube video embeds. Your use of those is also governed by their terms. We aren't responsible for third-party content or services.
9. Copyright
We respond to valid copyright notices under the Digital Millennium Copyright Act and end the accounts of repeat infringers. See our Copyright Policy.
10. Disclaimers
The Service and all content are provided "as is" and "as available." To the fullest extent allowed by law, we disclaim all warranties, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.
Member content reflects the views of its authors, not 314TV. We don't guarantee that the Service will be uninterrupted or error-free, or that any content is accurate or complete.
11. Limitation of liability
To the fullest extent allowed by law:
- 314TV and its owners, officers, employees and partners won't be liable for any indirect, incidental, special, consequential or punitive damages, or for lost data, profits or goodwill, arising from your use of the Service.
- Our total liability for any claim relating to the Service is limited to $100.
Some jurisdictions don't allow these limits, so they may not fully apply to you.
12. Indemnification
You agree to defend and indemnify 314TV against claims, losses and costs (including reasonable attorneys' fees) arising from Your Content or from your violation of these Terms or of anyone's rights.
13. Ending your account
You can delete your account at any time from your account settings or by emailing hello@314tv.org.
We may end or suspend accounts as described in Section 6. Sections 4 (the license for published stories), and 10 through 14 survive the end of your account.
14. Governing law and disputes
- These Terms are governed by the laws of the State of Missouri, without regard to conflict-of-law rules.
- Any dispute will be brought in the state or federal courts located in St. Louis County, Missouri, and you and we consent to jurisdiction there.
- Before filing any claim, both sides agree to try to resolve it informally for 30 days, starting from written notice.
15. Changes to these Terms
We may update these Terms. For material changes, we'll notify members by email or site notice at least 14 days in advance. Continuing to use the Service after changes take effect means you accept them.
